WE1 Early Years

New Early Years Transformation Academy

The Early Intervention Foundation (EIF) is preparing to launch a new Early Years Transformation Academy, with the aim of supporting local areas to follow the evidence when it comes to early intervention in maternity and the early years.

The Academy will provide an intensive and structured learning programme to a small cluster of local areas over a 12-18 month period, offering an opportunity to explore new approaches, to consolidate local early years planning, access independent support and challenge, and invest in leadership development. The programme will include a new online hub, similar to the Reducing Parental Conflict Hub, and will include masterclasses, onsite support, a peer network and evaluation.

EIF will publish further information, including a prospectus on 28 January, at www.eif.org.uk, and applications will be sought via the Association of Directors of Children's Services (ADCS) regional networks, with initial expressions of interest by the 15 February. 

Time to Talk Conference 2019

The 'Time to Talk' Conference is for anyone interested in learning more about the value of speech, language and communication and how to support children and families.

The 2019 event, taking place on 25 February, will give attendees an opportunity to take part in an interactive talk and workshop led by Pauline Beirne, Allied Health Professions lead for children and young people (AH CYP).

The main aims of the day are to provide an understanding on:

  • the power of communication skills for relationships and life outcomes
  • the impact of adverse childhood experiences
  • practical ways to engage with families
  • support available for Warwickshire families
  • 'Chatter Matters' week campaign
  • screen-time

Universal FSM leads to loss of £2.1m in Pupil Premium funding

Universal Free School Meal leads to a loss of £2.1m in Pupil Premium Funding in Warwickshire 

The universal entitlement to Free School Meals (FSM) was introduced in September 2014 with the Government's aim to improve academic attainment and save families money. All pupils from Reception to Year 2 are entitled to a free school meal. An important message is that parents of pupils in receipt of universal free school meals should still apply for FSM so that Pupil Premium is allocated for their child. 
 
The full impact of universal entitlement on FSM claiming was evident by September 2016. Warwickshire saw a decline of 2.6% in infant FSM claims from 11.3% in January 2014 - prior to the introduction of universal FSM - to 8.7% in January 2017. This equates to 540 infant pupils and £712,800 in lost Pupil Premium funding to schools in Warwickshire in one academic year. Across the three years in infant classes this equates to an estimated £2.1m in lost Pupil Premium.  
 

What are Warwickshire County Council doing to help?

There has been a long-term desire to establish automated FSM enrolment based on sharing data from the district and borough revenue and benefits teams. The restrictions on data sharing as a result of the introduction of GDPR has currently made this impossible.

However, the admissions team have developed an online application process for FSM claiming, which will be completed at the point of applying for school or Early Years places on the parent platform for school admissions. The online eligibility checker will be available alongside the application process. It is hoped this will go live in May 2019 and increase the uptake of FSM.

Safe Education: new directory of services for education

Safe Education DirectoryA new directory listing a range of services that offer support to education providers in the areas of health and wellbeing and crime and safety, is now available.  This has been produced on behalf of the Warwickshire Safe Education Partnership Board.

The directory includes information about training and support offered by partners to schools and settings across Warwickshire.

This includes a large number of free training courses, including Child Sexual Exploitation Awareness provided by Barnardos, and Relationship and Sex Education for primary and secondary age pupils. In the area of crime and safety, free training on offer includes 'Prevent Online Grooming:Keeping your Family Safe' and Cyber Crime sessions delivered by Cyber Safe Warwickshire.

There is also a handy list at the end of the document providing the website addresses for each service.

Safer Internet Day - 5 Feb - resources and competition

It's Safer Internet Day on 5 February 2019 with the theme this year of:

Together for a better internet

Coordinated by the UK Safer Internet Centre the celebration sees hundreds of organisations get involved to help promote the safe, responsible and positive use of digital technology for children and young people.

Calling all budding writers in Warwickshire, aged 6 to 17 years old!

To celebrate the day, Warwickshire County Council and partner organisations are running a competition for young creative writers. We want them to give other young people advice on how to keep safer online. And by ‘online’, we mean when using smart phones, consoles, tablets and computers.

This is the second year of the competition which is open to children and young people aged 6 to 17 years old, living or attending school in Warwickshire. 

There was a fantastic response last year, with over 200 entries and it would be great to exceed that number in 2019.  With great prizes to be won for the individual and their classmates, it is too good an opportunity to miss.

Free resources for education providers to promote safer internet use

The national Safer Internet Centre website has a host of resources to help schools and other education providers run activities for Safer Internet Day, including a series of films for various age ranges and ideas for assemblies. All of the materials are free to download and use. 

Support for young carers in Warwickshire

As a school you may already be aware of, or made a referral to, Warwickshire Young Carers. 

The Warwickshire Young Carers Project can provide support to schools in a number of ways to help raise the awareness of the needs of Young Carers and to help support individual needs, including:

  • Staff training
  • Assemblies
  • Aid to establish support for Young Carers in school
  • Support to complete the Warwickshire Young Carers Schools Award

The project has launched two new training sessions for schools:

1. Young Carer Awareness Training - providing a greater understanding of the role of Young Carers and the support the service offers.

2. Young Carer School Lead Training - providing a greater understanding of the Schools Award and the role of a Young Carers Schools Lead.

'Highly effective' High Needs Funding Panel

A recent independent review was taken of the High Needs Funding Panel.

This is the panel that approves independent Special Educational Needs and/or disabilities (SEND) specialist placements, when all other options have been exhausted. The panel scrutinises requests for higher funding for children with an Education, Health and Care Plan (EHCP) who attend local mainstream schools. The panel also has the function of identifying trends and unmet need in order to inform commissioning proposals. A recent example being the Learning Pod for learners discharged from psychiatric hospitals.

Findings from the review include:

a) Very impressed with the calm and purposeful atmosphere. Panel members were highly professional and their commitment to achieving the best outcomes for the children they discussed, there was an air of authority and seriousness.

b) 83 cases to discuss is a very high number and is indicative of the extreme pressures SEND officers in local authorities are finding themselves under in terms of funding, capacity to manage an increasing workload with increasing complexity, and a shortage of provision and placements. I think the Local Authority should carefully monitor the workload in preparing all the necessary paperwork and the capacity of staff to regularly attend such meetings.

d) The case work presentation (EHC plan co-ordinators) was very professional.

d) Whilst each case was complex the discussions were lean and efficient where everyone maintained a positive and constructive position in trying to determine more positive outcomes for children and young people being discussed.

e) Having participated in such panels for most of my working life I judged this panel to be highly effective in the way it was managed. Its purposefulness and the authoritative discussions should provide reassurance to any parent or carer whose child is being considered.

Ofsted consultation on new inspection framework

Ofsted launched it's consultation on the new inspection framework last week. There are some significant differences to the current framework for schools:

  • Maintained schools and academies waiting to be brokered or re-brokered will receive monitoring visits within nine months
  • The quality of education will be assessed by looking at the intent, implementation and the impact of the school’s curriculum, teaching and the outcomes achieved
  • The new framework has a keen eye on gaming, exclusions and off-rolling as well as arrangements for pupils accessing off-site or alternative provision
  • The safeguarding section has also been expanded to include information on the segregation of pupils whilst in school.

The consultation runs until 11.45pm on 5 April 2019.

The proposals will affect how Ofsted inspects schools, early years settings and further education and skills providers. 

New teacher recruitment tool launched

Last week Damien Hinds, Education Secretary, launched a new online tool to help headteachers bypass excessive fees charged by some supply agencies – in 2017 schools spent in excess of £800 million in this area.

The tool will clearly show the fees that recruitment agencies charge on top of staff wages, to make it clear what schools will get in return for their money. It also aims to help schools avoid agencies that charge fees for making temporary staff permanent.

Office of the Schools Adjudicator Annual Report 2017/18

The latest annual report from the Chief Adjudicator, Shan Scott, was published on 17 January 2019, covering the period 1 September 2017 to 31 August 2018.

The report sets out findings from the schools admissions cases that the Office of the Schools Adjudicator (OSA) received during 2017/18.

Fire it up - apprenticeships campaign launched

A new government campaign to promote the benefits of apprenticeships to young people, parents and employers was launched on 17 January by Education Secretary, Damien Hinds.

The 'Fire it up' campaign includes a series of TV and social media adverts featuring real-life apprentices, as well as a new website providing advice and guidance and access to a wide variety of apprenticeships for all ages and backgrounds.

Damien Hinds has applauded the apprenticeship programme, with top firms including Marks & Spencer and Lloyds Banking Group taking on thousands of apprentices on the Government’s new, higher quality apprenticeship programmes.

He wants to make sure apprenticeships are being promoted alongside more traditional academic routes and is hoping the 'Fire it up' campaign will help towards a cultural shift in attitudes towards apprenticeships.

Warwickshire Fire and Rescue Service - community taster days

As a head teacher, you will know how important it is to have the support of the fire and rescue service, whether that be with crews coming in to deliver fire safety to year 1 and 5, or support with fire safety advice, to being there should the worst happen.

You may or may not be aware that we are finding it more difficult now to recruit retained firefighters from local communities. We would really appreciate your help to raise awareness of our recruitment drive in order for us to reach as many people as possible. Included below is some draft copy, if you have a parent newsletter or communication channel you could utilise to share this, we would appreciate your support.

Warwickshire Fire and Rescue Service are holding taster days for anyone interested in joining the fire service as a retained firefighter. To find out more, why not come along to one of our taster days listed below:

  • 2nd February - Female taster day
  • 3rd February - LGBT community taster day
  • 15th February - Female taster day
  • 23rd February - Open for All taster day

All sessions will run from 9.30am to 3.30pm and will be held at Kenilworth Fire Station, 16 School Lane, CV8 2GU. As part of the sessions, you will get an opportunity to meet our crews, have a go at our fitness challenges and ask any questions you may have.

Retained firefighters are an integral part of Warwickshire Fire and Rescue Service. Although not based on fire stations, they usually live or work in their local community and carry a pager, so when they get the call, they are ready to respond to any emergency.

As part of the role, you will receive an annual wage plus additional payments for attending drill nights and incidents. On average, retained firefighters provide between 40 and 120 hours per week to serve their local community and can support with hours that suit existing employment and commitments.
