Schools and Early Years Census Guidance

Spring term 2022 for Afghan Arrivals under the Afghan Relocations and Assistance Programme (ARAP) and Afghan Citizens Resettlement Scheme (ACRS)

Eligibility and Entitlements:
• ARAP and ACRS families will have recourse to public funds and could be eligible to free early year education entitlements for 2, 3 & 4 year old entitlements, where they meet the published criteria.
The Afghan resettlement (Education) Grant 2021 -2022 is for the provision by LA’s for children arriving from Afghanistan under ARAP, ACRS and British Nationals currently residing in bridging accommodation - a team has been set up within WCC to manage work linked with this grant and can be contacted via earlyyears@warwickshire.gov.uk if you have any questions.
• Bridging accommodation - namely hotels funded by the Home Office
Census reporting:
To avoid double funding the DfE has directed that local authorities should treat children living in bridging accommodation as follows, for School and Early Years Census purposes:
  •  Record zero funded hours for children who are registered pupils of the school on the School Census
  •  Not record children on the Early Years Census

Note: For children living in bridging accommodation - children’s early years funded hours must still be added to the Headcount with the addition of a note added to the Notes tab stating this and payments as required will be made to the setting.

  • Children of families living in permanent accommodation should be recorded on the School and Early Years Censuses in the usual way.
